The project identified the opportunities and constraints to the institutionalisation of participatory techniques of natural resource management. It also developed 'trade-off analysis' technqiues to incorporate stakeholder participation, consensus building and benefit sharing in the sustainable management of coastal resources.

Background |
 |
Although methods to increase participation by different stakeholders in natural resource management have been developed in different contexts, in many cases they are not successfully adopted and institutionalised within the operating procedures of resource management organisations.
This project builds on the work undertaken by an earlier NRSP research project (R6919, ‘Evaluating trade-offs between users of marine protected areas in the Caribbean’). This earlier research developed a participatory decision-support tool, termed ‘trade-off analysis’, which brought together stakeholder analysis, multi-criteria analysis and consensus building techniques.

Purpose |

This project had two main aims. First, to develop and promote improved resource use strategies in coastal production systems, through an analysis of the institutionalisation of participatory techniques of natural resource management. Secondly, to disseminate techniques to incorporate stakeholder participation and consensus building in decision making and the sharing of benefits of sustainable resource management of coastal resources.

Outputs |

The opportunities and constraints to the institutionalisation of participatory techniques to marine and coastal resource management within target institutions were identified and assessed.
The applicability and adaptability of ‘trade-off analysis’ to other Land Water Interface and coastal resources in the region were evaluated.
Participatory approaches, conflict resolution and consensus building techniques were disseminated regionally.

Achievements |

This project built on the achievements of a preceding project (R6919, ‘Evaluating trade-offs between users of marine protected areas in the Caribbean’).
The project successfully welded stakeholder participation, multi-criteria analysis and consensus-building techniques together in ‘Trade-Off Analysis’ and developed a manual, which is a valuable guide for resource managers who may wish to implement ‘trade-off analysis’ techniques for natural resource management.
Trade-off analysis does not have to be applied as an entire package, but elements within it may be appropriate for different resource management situations.
Results from this project, including the ‘trade-off analysis’ manual, have been well disseminated, both regionally and internationally.
