Project summary This project aimed to identify the current institutional constraints to, and development options for, successfully implementing marine protected areas (MPAs) in a way that leads to a sustained improvement in the livelihoods of poor people in the Caribbean. The impacts of MPAs on poor peoples’ livelihoods were analysed and understanding of the institutional, social and biophysical characteristics of MPAs in the Caribbean region was enhanced.

Background This project responded to the recognised imbalance between the wealth of data on the ecological performance of marine protected areas (MPAs) and the lack of understanding about their institutional and social performance, particularly in relation to the livelihoods of the poorest in the Caribbean.

Purpose To define the means to improve benefits to the livelihoods of the poor through MPAs, and on this basis, to develop and promote a pro-poor methodology for Caribbean MPA integration, implementation and management.

Outputs Understanding was improved of the key institutional, social and biophysical characteristics of MPAs in the Caribbean region.
Knowledge of the enabling/constraining PIPS (Policy, Institutions and Processes) leading to successful MPA implementation was enhanced.
Understanding was increased of the impacts of successfully implemented MPAs on poor peoples’ livelihoods and the structures/processes leading to beneficial/harmful outcomes.

Achievements This project comprehensively integrated social and institutional considerations with ecological ones, and successfully increased the understanding of the impact that appropriately managed MPAs can have on the livelihoods of poor people and what is required to facilitate positive impacts and to reduce negative impacts.
The guidelines produced participatively by this project outline ways in which approaches to MPA management can explicitly benefit poorer stakeholder groups in the Caribbean. These guidelines have been widely distributed.
Project outputs have been augmented and enhanced by incorporation into other regional and international activities.
A subsequent NRSP research project (R8317, ‘Pro-poor policies and institutional arrangements for coastal zone management in the Caribbean’) has drawn from and built on the outputs of this project.
